If the FSA went to the evidence of collating the secret shopping information, why did it not make any complaints to the professional bodies of the offenders identified, or use their powers to censure individuals? If a group of independent financial advisors were targeted like this and had such shockingly dismal results, the old FSA would have been far more proactive at bring them to task. I hope the FCA will be persuaded of my view that banks need to be held to the same standard as independent financial advisors.
